Committee blames PHED for water crisis at Seppa

ITANAGAR, Apr 19:  Blaming the public health engineer department (PHED) for alleged poor management of drinking water supply at Seppa town, Seppa Township Colonies Development Committee today said that due to negligence of PHED, people are facing acute shortage of drinking water over the last many years.

It also claimed that the drinking water supplied to the town is unhygienic and without proper treatment causing many water borne diseases.

Committee further extended its solidarity to All East Kameng Students Union seeking action against the then executive engineer for allegedly misusing the funds without completion of the water project, involving worth amount of Rs 9.18 crore.

 

Press personnel dismiss Teli statement as publicity stunt

ITANAGAR, Apr 19: The Arunachal Pradesh Union of Working Journalists and Arunachal Press Club have reacted strongly to the statement of the former Minister T C Teli in which he had said that repeated attack on media in state is its own creation. The media personnel dismissed the statement of the former minister as a publicity stunt. They further advised the former minister to concentrate on his political career rather than giving statement which is unlikely to be of any help to any section of the Arunachalee society.

 

Gumkum-Gungpa celebrated with traditional fervor

ITANAGAR, Apr 19: The Puriok community of the state celebrated the Gumkum-Gungpa festival with pomp and gaiety on Monday last. The festival was celebrated at different places across the state. At Seppa in East Kameng, it was celebrated at Arunodya Model Village in a colourful manner in which hundreds of people took part. The festival was also celebrated by the community at Puroik Kabuang in Upper Tipi West Kameng and Puroik colony at Papu Nallah in Naharlagun.

 

DC directs officers to report to Seppa

Seppa, Apr 19: The East Kameng Deputy Commissioner has directed the officers of the district to report to Seppa on or before 25th April in view of the proposed visit of the Chief Minister, Arunachal Pradesh to East Kameng  w.e.f 27th April. Gangkak and Tayo to represent Arunachal

ITANAGAR, Apr 19: Dikbi Gangkak and Yurda Tayo Arunachal Pradesh Carom Association (APCA) will be representing the state in the 49th Suresh Singh Memorial Open Carom Tournament 2012, a north east level tournament, which is scheduled to be held at Nurul Amin Stadium at Nagaon in Assam from 21 to 25 April next.

Union demands solution

ITANAGAR, Apr 19:  All West Siang Border Student Union (AWSBSU) sought immediate solution to the Assam-Arunachal border problem. It further called for early reconstruction of the multi-purpose pandal at Malinithan Temple, Likabali. The team visited the spot at Likabali recently and threatened to  launch democratic movement to demands are fulfilled.

 

Union seeks posting of dentist

ITANAGAR, April 19: All Memba Students’ Union (AMSU) today sought posting of a dentist immediately at Menchukha sub-division of West Siang district with adequate medicines; saying that health sector in the area is deteriorating.

Union informed that due to non-availability of medicines and other facilities, the patients are forced to go to Pasighat and Aalo for further treatment, which is far off from the sub-division.  Lamenting over the government’s lackadaisical attitude towards the area, it claimed the area had only one community health centre with poor facilities and a lone doctor who, it said, mostly remain absent.

 

Kanubari hit by heavy storm, 2 houses destroyed

KHONSA, Apr 19: Luaksim village in Kanubari circle was hit by a heavy storm on the night of  April 19 in which 2 dwelling houses were completely destroyed and a number of other houses partially damaged.

A strong storm accompanied by heavy rain lashed Kanubari circle but it was Luaksim village that was hit the hardest. Many trees were uprooted and the power supply has been snapped in the entire Kanubari area. However, there are no reports of any casualties.  Immediate relief materials are being rushed to the affected villagers by the administration.

The WRD Minister N. Tingkhatra has instructed the ADC to monitor the situation and urged him to provide all possible help to the victims.  When contacted, ADC, N. Wangjen told this reporter that there is no cause for worry as all necessary steps have been initiated to bring succor for the victims adding that efforts are being made by the concerned department to restore electricity supply in the area.

 

BJP calls for fair recruitment

ITANAGAR, Apr 19: The Bharatiya Janta Party State Unit has called for free and fair recruitment of Police Constables under Tirap and Changlang districts. The special package provided by the Centre for these insurgency affected districts should be utilized wisely and very fairly without any political interference. Though, merit in physical efficiency test and written test should be the prime consideration, it is also advisable to maintain certain ratio with respect to backwardness of the regions, it further said.

In general category also proper and strict verification of the domicile certificates should be done to avoid unfair recruitment, the party  stated.

 

STS Miao exceeds revenue target

CHANGLANG, Apr 19: Arunachal Pradesh State Transport Services, Miao station of Changlang district has earned revenue of  Rs. 1, 43, 09,861 as against the target of Rs. 1, 29, 54,934 for the fiscal year of 2011-12 by utilizing 96 % of the fleet.

STS, Miao has maintained the trend of achieving 100 % and above revenue target since the fiscal year 2005-06.

Station Superintendent T Ruttum lauded the contribution and cooperation of each and every individual staff members irrespective of their rank and file for achieving this rare feat and exhorted them to maintain the same spirit of team work in future. DIPRO

Hydro hallucination

Dear Editor,

The attempts by the Govt to conduct Public Hearing for Mega dam construction itself is repeated hallucination. This is the third public hearing which people have vehemently condemned and opposed with a demonstration of vandalisation of the JP belongings at Bodak on 17th April.

Beware of fourth, it might cost lives too. Don’t forget that there’s no such Govt land in Arunachal but big or small all belongs to people only.

The paramilitary posting at Pasighat-Pangin and in Pasighat-Bodak road is ridiculous act of our Govt whereas it is should be in Likabali where the inter-state border problem is a pivotal issue anticipating solution.

The armed paramilitary is posted to fight the armless angry mob that is not fighting against the country but for a futuristic cause. It may not be easy fighting the Govt but it isn’t possible to construct dam against the will of the landowner. Rather the action is the provoking to a great extent and earning curse. The public hearing is a story of blunder and failure.

The former Chief Minister of Arunachal Late Dorjee Khandu in this daily on 13th March 2010 stated that there would be no Mega Dam project against the will of people. It is wonderful why the present Govt is reverse to the statement of the predecessor.

Whether they like it or not it is paving the way for gun culture in our land. The paramilitary presence is needed in Mer, Gadum and D. Ering Memorial Wild Life Sanctuary where the emergence of Maoist is felt. Period of this Government is one of the most reckless eras of our time. It is good for JP to shift somewhere else or return home for we didn’t invite you and we can’t compromise either. Your dream to boost bulky profit and become king maker of Arunachal has become a daydream. We also have a word for the brave protestors that we are with you and still others raising hands to pronounce prayers for mission accomplished. They have come to invade our land with hydro bomb lets save our motherland.

Govt ignited the violence

Dear Editor,

The unprecedented deployment of security personnel against the anti-dam activists along Pasighat-Mariyang road and "at strategic locations" as stated by the police chief of East Siang district itself speaks a lot.

DC Upper Siang stated that the "situation was not conducive to conduct the proposed hearing", but the Govt. of Arunachal Pradesh never paid any heed to the grievances of general populace, as such the Jeying episode of popular voice was underestimated and unsuccessful show of power to suppress the sentiments of concerned public.

The stray cases of violence as reported was also due to sheer provocation of the security personnel, as they resorted to firing on 16th April, which further ignited the anguish and resentment of the protestors.

Till April 16th evening no violence or any untoward incidents were reported.  The reports of stray incidents of 17th April, have happened due to provocation of the security personnel, AP Govt. officers, JAPL Officials, and some hired local persons against the popular movement for the cause of  the people by the people and for the people of Greater Siang in particular and Mother Arunachal in general.

Through your esteemed daily, I take the pain to appeal the Govt. of A.P and others to learn a lesson from Jeying episode and scrap the infamous project for peaceful existence of humanity in the region.

Its time for a change

Dear Editor,

We keep pressing on police for arrest of culprits, launch ‘other means of pressure’ on Govt, if the police delays in doing so. So much so is the ad-hoc, temporary solutions because we see the culprit roaming in the market place in full vigour and glory after few days without shame and remorse. We say hi to him/her, chat and then we forget what he/she has done.

Blame it on police dept who did arrest him or lack of strong judicial system, which grants bail in non-bailable offences without any conditions if they are bailed so.

We don’t have district court which adds to unsatisfying results in imparting suitable punishment to convicts; if at all the accused is proved of guilty in present system. When an accused is apprehended it is believed to have a fair and just trial. Now how is that possible with current trends of the system? The law-breakers have little or no fear for the law. Thus the system is milking its own snake. One should ask why we don’t have our own strong judicial system in the state even after 25 years of statehood declaration. There are hundreds of law students seeking the answer as well.

When a police officer is trained so much, such officers come back home city with high hopes to do good for the society and bring peace in society guided by the law. It is to utter dismay that he finds little or no means, in terms of man-power, latest gadgets in crime control, transportation, electronic communication, a friend in disguise of a learnt, well-versed magistrate and district courts.

It will be too much to ask all these as I believe our society is still in a transition. But then it hits me, ‘isn’t this already 25th year after declaration of its statehood and what have we achieved?

A lot has to come and go, to adjust with the social set up of Arunachal and its people because a BMW might be good and luxurious in Capital city of India, the same pleasure can be driven from Maruti-800 in capital city of Arunachal given its road and traffic conditions.

My fellow friends, the power to choose is your personal supreme choice being born in largest democratic set up. And your freedom listed in the longest constitution has to be judiciously used, your freedom to wave hand in the air indiscriminately ceases to exists right there when your hand is about to touch my cheek. If you and I can bring the change, it’s right now.

Let’s change our mind-set first, let’s grow into each other in a symbiotic and healthy relationship. Let’s love our neighbours and find peace in their peace. Let’s follow traffic rules and let’s not create lanes when there is a place of only two vehicles. 2 minutes of wait is worth and time saving than 30 minutes of traffic jam and agony.

I am neither a politician nor a social worker but it is very painful to say that if our public leader cannot do anything good for the cause of society and media fraternity then atleast do not politicise the emotional problem of media community.

We have always been together, says Tuki

Nyishi Day celebrated

ITANAGAR, Apr 19: “We have always been together and we will always be one”, said Chief Minister Nabam Tuki  while calling for oneness among all the tribes of the state. He was addressing the 5th Nyishi Day celebration at I G Park here today. Expressing concern over growing unemployment problem in the state  Tuki said  the present Govt. is planning to create employment opportunity for one lakh youths during the forthcoming 12th five year plan.“These employment avenues will be created mostly in agro and horti sectors,” Tuki said.

Referring to the law and order situation in the state, he said criminal activities during last five-six months are below average if it is compared to the crime reports of the past five years.

Calling on the people  not relate any criminal activities with tribes or religion, he asked for cooperation from all section of the society in tackling law and order situation in the state capital.

Saying that the celebration of the Day symbolizes the victory for the community, Lok Sabha MP Takam Sanjay said it is the day for us to think where we and our identity are. He urged upon NES and ANSU to be at guard against people who take advantage under the pretext of being backward and harm others. “Our honesty should not be exploited by any individual”, he said. “State government needs to take action against the violators”, said Sanjoy while urging the state government to ensure that communal feelings are not developed in the state.

Stressing on maintaining Pan Arunachal identity among all the tribes, former chief minister and Rajya Sabha MP Mukut Mithi said that the fight should be against illiteracy and backwardness. “If  we can win the fight against these two thing, then we can go ahead and be a strong community”, said Mithi. Requesting the Chief Minister and NES to take full responsibility for taking ahead the community with zeal, he vouched for united and progressive Arunachal.

Nyishi Elite Society president Bengia Tolum in his presidential address  gave a brief description on the significance of the Day. Referring to the  Assam-Arunachal Pradesh boundary  problems, he urged the state government to  find out a amicable solution to the problem as early as possible. “Peaceful co-existence is pre-requisite for any developmental activities to take place”, Tolum added.

Calling for strict  measures to tackle law and order in the state capital, he requested the chief minister to take stern action against people of the community who are involved in unfair means. “Otherwise, because of them the whole community  will be sufferer,” Bengia said. Referring to the signing of the 2nd Nyishi-Bodo Accord at Seijosa on March 16 last by NES and ANSU, he vouched for similar action to solve the boundary issues.

Representatives from community based organizations like Adi Baane Kebang, Sajolang Elite Society, Tagin Welfare Society, Apatani Socio - Cultural Welfare Society, All Hrusso (Aka) Socio-Cultural Society etc also attended the day.

Various cultural  programmes including Mega Dance by 1500 dancers from all across Nyishi inhabited areas  were organized  to mark the occasion. However,  singer Nabam Yall, who enthralled the audience with her melodious numbers,  was the centre of attraction.

 

 

Tawang remember crash victims

ITANAGAR, Apr 19: A year after the tragic chopper crash atUrgen Sangpo Heliport Changprong ,Tawang, a prayer meeting was held in memory and for the eternal peace of those who lost their lives. Four renowned monks of Jamyang Choikorling Monastery performed the prayer rituals from 7 AM which lasted till 12 noon.

The prayer was initiated by civil aviation of the Department of Tawang. Deputy commissioner Tawang,Kemo Lollen, Commander 190 Mtn Brigade Brig J S Rajpurohit and all the Head of offices of Tawang District attended the prayer. Seventeen people, including two children and three crew members, were killed when a Pawan Hans helicopter crashed at Tawang last year. The helicopter, which was on a regular flight, had taken off from Lokapriya Gopinath Bordoloi International Airport before crashing as it was descending in Tawang.  Mi72 helicopter caught fire immediately after the crash, killing the 17 persons on the spot. The loss of life could have been lesser if there was fire fighting equipments. Even a year later, fire station at Tawang is still in a pathetic condition.

 

 

Mithi to head APCC

ITANAGAR, Apr 19: Former Chief Minister and current Rajya Sabha member Mukut Mithi was today chosen as the president of Arunachal Pradesh Congress Committee by All India Congress Committee president Sonia Gandhi. He takes over from sitting incumbent and Chief Minister Nabam Tuki.

Considered as one of the most loyal Congressman and non-controversial politicians, Mithi said that his main responsibility would be strengthening the party at the grassroots to bring more people to the Congress party.

Mithi said that he would ensure that Congress party and all legislative assembly members would work together and united.

He termed his appointment as a huge responsibility and reposition of faith by AICC Chief.

During a short telephonic interview, the APCC chief said that he would assist the Congress govt led by Chief Minister Nabam Tuki in the state to deliver as expected by the people of the state.

Five times Legislator Mithi was the Chief Minister between 1999-2003 and also led the APCC between 2002-2004. He was Lieutenant Governor of Pudduchery between 2006 -2008 before being elected to Rajya Sabaha in  August 2009.

Mithi, who hails from Roing in Lower Dibang Valley district, is a product of Ramakrishna Mission Vidyalaya, Narendrapur.  A voracious reader, he has a penchant for sports and singing.  

Matured decision: Dabii

In his congratulatory message, senior Congress leader Tako Dabii today lauded Sonia Gandhi for her prudent and matured decision to appoint a seasoned and very amiable leader to head the APCC. This itself would improve the secular image and strengthen the party in the state, Davii told this daily.

 

 

AAPSU questions financial position, demands white paper

ITANAGAR, Apr 19: The All Arunachal Pradesh Students’ Union (AAPSU) has expressed deep concern over the reported move of the state government to recall all the Bank Drafts/ Banker Cheque from all HODs/DDOs vide order NO.BT.330/2009/Pt-1 Dated 03rd April 2012 to be deposited into civil deposit Major Head 8443 stating poor resource position in state exchequer.

The Apex students’ body of the state urges the present state government to come out with a “White Paper” on state’s financial position within a time period of two weeks.

It said that the union will be compelled to launch a rigorous statewide movement, if the demands are not met.

In a release AAPSU termed this new development as not only messy but another anti-people stand by Congress government.

The deficit budget of Rs 218.05 crore presented by the state government has already put the resource crunch state in an awkward position.

“As per the various news reports and the information available with the union, the government has incurred huge amount of expenditure without any proper planning in order to benefit few select group thus culminating into the present state of affairs. Money has been distributed among few ruling class people. The real grassroot small time contractors who had carried out work by borrowing money at high interest rates are facing serious problem because of this ban by government,” union stated. AAPSU further question why does poor people of Arunachal has to suffer because of the financial mismanagement of the ruling government.

Union will never tolerate the injustice meted to the common people of the state whether they are students whose stipends are not going to be regularly released, the government servants and small time contractors whose salaries or payments are to be impacted immensely due to such order by the state government, it said.

The concerted effort put in by the people at helm of affairs to covertly cover up their misdeeds and fiscal mismanagement at the cost of state needs to be known by the people of the state and they have every right to know what has brought the precarious financial state of affairs. The union also questioned the deplorable law and order problem in the state more particularly in the twin city of the capital.

Police has failed to solve the entire major cases related to criminal activities that shocked state in the recent days and therefore it has left a big question mark on the ability of the law enforcing agencies.

Meanwhile, while reacting to the joint declaration by the Arunachal Press Club and Arunachal Pradesh Union of Working Journalists to boycott publication of Govt and NGO related news from April 24, AAPSU said issue needs to be amicably solved by immediately apprehending the perpetrators of the shameful incident.     

 

 

People’s stiff opposition compels authority to cancel public hearings: BBK

ITANAGAR, Apr 19: Public Hearings for the 2700 MW Lower Siang Hydro-Electric Power Project at Geying, Rottung and Aalo on April 17, 18 and 20 respectively were cancelled not because of law and order problems but because of the stiff opposition from people, who do not want construction of dam at Siang River, compelled the authority to cancel it, Bogum-Bokang Kebang said in a release and decided to submit a memorandum to the Union Minister for Environment and Forest and Minister for Tribal Affairs to apprise them of the fact.

BBK in an emergency meeting held at Pangin also decided to demand the police to register a case against one Okom Tamuk of Mirku village  for his alleged role in creating an un-conducive atmosphere at Geying camp.

The meeting also decided to start Jail Baro Andolan if any activist is arrested for the happenings at Geying and Rottung villages.

It appealed to the people of Adi and Galo communities to fight united against the corporate dictations.

The meeting was held especially to discuss the recent happenings of untoward incidences at Geying Camp, where the Public Hearing was scheduled to be held on April 17. However, the hearing could not be conducted due to stiff public opposition.

 

 

AKA to decide on job reservation

ITANAGAR, Apr 19: Arunachal Karate-Do Association (AKA) president would lead a selection committee for considering players for 5 per cent job reservation in the meritorious sports persons quota in various government departments while the players’ recommendation should come from the respective individual heads such as president/secretary of Shoto-Kan, Shito-Ryu, Wodo-Kai etc:,  to AKA for further course of action. It was decided in an executive body meeting of AKA on April 14.

The meeting strongly appealed to the Government not to entertain any sort of proposal and grant-in-aid to any state or district unit karate associations which are not recognized by AKA.

Any recommendation for incentive for players, who bring laurel to the state, should be forwarded by the respective individual style’s head to the government through AKA only, the meeting resolved adding that all individual karate styles--Shoto-Kan, Shito-Ryu & Wodo-Kai etc --recognized by AKA can participate in all the respective tournament in national  and international level but all arrangement and financial expenditure must be borne by themselves.

It is amended that the fees collected for technical seminar and other technical related matters can be fully utilized by Technical Director for the purpose of conducting technical meetings of AKA and the Technical Director (AKA) must produce minimum 2 to 3 AIKF Judge/Referee within 3 years. The meeting also discouraged practice of inviting technical experts from other state except experts from  All India Karate-Do Federation for State Level Karate Championship under AKA.

Dress-Code regarding Technical officials should be strictly followed, the meeting resolved and stringent action should be initiated against the violators.

The meeting was attended by all the eight executive body members of AKA, including AKA president Sensei Likha Tara, Sensei Deban Sharma, Sensei Bulang Marik, Sensei Yorda Niki, Sensei Tai Hipik, Sensei Marli Ete, Sensei Charu Tatung and Sensei Biki Punung.

 

 

Byaling reviews performance of MG-NREGA

NAHARLAGUN, Apr 19: Chairing a daylong performance Review Meeting on implementation of MG-NREGA in the state, Minister RD, Tanga Byaling has said that the absorption capacity of fund released under the national flagship scheme by the state is an area of concern as he called for expediting implementation and strengthening the coordination at all levels to prove as a performing state.

Stating that release of  central funding is based on previous performance, he exuded his faith that PDs and BDOs would work pro-actively  with renewed vigour and commitment and close coordination with PRI members for the success of the flagship scheme for uplifting the rural areas and rural poor of the state. Out of the projected labour budget proposal of Rs.365 crore for FY 2012-13, the GoI has approved Rs.77 crore based on previous performance.

Zilla Chairpersons of various districts, Deputy Commissioners, PDs (DRDA), BDOs and APOs attended the review meeting yesterday (April 18) at State Banquet Hall), Itanagar.

Further, terming the rural development as a vital sector, he stressed that various poverty alleviation schemes under DRDA like IAY, SGSY also need to be implemented with renewed zeal. On the delay in disbursement of salary of DRDA staff in few districts, he directed for timely release on availability of fund.

Summing up his observations after the daylong meeting, he said that effective implementation of NREGA is a collective responsibility and reiterated on cooperation, coordination and team spirit.

The Parliamentary Secretary (RD), Punji Mara in his address to the gathering called for creating awareness on various rural development schemes among the rural people for community development and close coordination with PRI members.

Earlier, Commissioner RD, Tape Bagra, terming MGNREGA as one of the most holistic flagship programme, also stressed on need to gear up for cent percent fund utilization and timely submission of utilization certificates for facilitating release of adequate labour budget fund from centre.  In view of its importance, the PMO is keenly monitoring its implementation, he added. The GoI has approved Rs.35 crore as first installment for the state, earmarking Rs.2 lacs for each Gram sabha (anchal segment) from the current financial year, the Commissioner informed and reiterated on judicious fund utilization.

The Director RD, J.Angu, delivering   a power point presentation on background and highlights of MGNREGA in AP, said that objective of the Act which guarantees 100 days employment in a year to all rural households is to provide every rural household wage employment  for creating  livelihood opportunities and to arrest urban migration and also to create permanent durable assets for the rural community. The Director also made his observation for issuing job cards to the beneficiaries and for regular conduct of Vigilance and Monitoring Committee Meeting, timely uploading of MIS for transparency , preparation of annual labour Budget in time, proper coordination between DRDA and Block  level,  need for districts to utilize 100% fund  and also emphasized on visibility of assets created.

He asked the district functionaries to prepare labour budget by February to avoid delay in release of next installment. 28.81 lakh  numbers of mandays have been generated, while 17,9975  job cards have been issued  in the state under the scheme with 1779 Gram Panchayats and 99 Blocks/Anchal as per statistics( February 2012)

The PDs presented annual progress report under MG-NREGA -2011-12 of their respective districts.

The Zilla Parishad Chairpersons from various districts also put forward views for strengthening the delivery mechanism of MG-NREGA in the state and underlined need for proper coordination between Govt. functionaries and PRI members, besides capacity building and other issues. (DIPR)]

 

 

VHP demands restoration of Malini Mela infrastructure, compensation

ITANAGAR, Apr 19: Vishva Hindu Parishad (VHP), Uttar Purva Prant and VHP Arunachal Pradesh jointly demanded the Assam Govt to restore  the damaged infrastructure in the Malini Mela ground and the Mandir premises immediately.

Expressing serious concern over the demolition all the structures in Malini Mela ground in the wee hours of April 5, the VHP in a memorandum to the Assam governor said that a team of Assam officials including Demaji ADC U K Boruah, SP P R Kar, DSP (P) A U Ahmad, SDO H K Pegu equipped with  armed forces, an excavator and three trucks ransacked and demolished all the structure in Mela ground including one multipurpose pandal, RCC storage building, besides looting 1500 CGI sheets, 50 plastic chairs and GI pipes.

Describing the incident as unfortunate and condemnable,  the memorandum said that such act of vandalism has violated the fundamental rights of the indigenous people of the region which is also detrimental to the secular fabric of the Nation.   

The memorandum demanded immediate arrest and punishment to the persons involved in vandalism, adequate compensation from Assam govt for the damage caused to the Malini Mela infrastructure and other properties.

Malini Mandir and Akashi Ganga in Likabali area have been the  major centres of  pilgrimage   since time immemorial. In fact the Arunachal Pradesh Govt  and  local bodies  have been jointly celebrating Malini Mela since 1968 with religious fervor, the memorandum said.

Street Children

Children-in-street situations serve as a grim reminder of how one of the most marginalized and vulnerable groups in the world continues to be deprived of their basic rights.

According to the Committee on the Rights of the Child, children in street situations are at high risk of suffering violence, particularly torture and inhuman or degrading treatment or punishment.

Girls, though less in number than boys, often face far worse conditions on streets. A UN report on violence against children refers to a study in Rwanda where three-quarters of interviewed girls in street situations - a third of them under the age of 10, admitted they were sexually active. A shocking 93 per cent of such girls reported having been raped.

The street children are present in all countries. The particular problems children in developed countries face might differ to those encountered by street children in a developing country but they all still have connections to the streets and their hostile environment.

It is believed that that registration of every child is a key first step in addressing the complex issues affecting the lives of children, particularly those in challenging circumstances such as street children.
