Committee blames PHED for water crisis at Seppa
ITANAGAR, Apr 19: Blaming the public health engineer department (PHED) for alleged poor management of drinking water supply at Seppa town, Seppa Township Colonies Development Committee today said that due to negligence of PHED, people are facing acute shortage of drinking water over the last many years.
It also claimed that the drinking water supplied to the town is unhygienic and without proper treatment causing many water borne diseases.
Committee further extended its solidarity to All East Kameng Students Union seeking action against the then executive engineer for allegedly misusing the funds without completion of the water project, involving worth amount of Rs 9.18 crore.
Press personnel dismiss Teli statement as publicity stunt

KHONSA, Apr 19: Luaksim village in Kanubari circle was hit by a heavy storm on the night of April 19 in which 2 dwelling houses were completely destroyed and a number of other houses partially damaged.
A strong storm accompanied by heavy rain lashed Kanubari circle but it was Luaksim village that was hit the hardest. Many trees were uprooted and the power supply has been snapped in the entire Kanubari area. However, there are no reports of any casualties. Immediate relief materials are being rushed to the affected villagers by the administration.
The WRD Minister N. Tingkhatra has instructed the ADC to monitor the situation and urged him to provide all possible help to the victims. When contacted, ADC, N. Wangjen told this reporter that there is no cause for worry as all necessary steps have been initiated to bring succor for the victims adding that efforts are being made by the concerned department to restore electricity supply in the area.
BJP calls for fair recruitment
ITANAGAR, Apr 19: The Bharatiya Janta Party State Unit has called for free and fair recruitment of Police Constables under Tirap and Changlang districts. The special package provided by the Centre for these insurgency affected districts should be utilized wisely and very fairly without any political interference. Though, merit in physical efficiency test and written test should be the prime consideration, it is also advisable to maintain certain ratio with respect to backwardness of the regions, it further said.
In general category also proper and strict verification of the domicile certificates should be done to avoid unfair recruitment, the party stated.

Hydro hallucination
Dear Editor,
The attempts by the Govt to conduct Public Hearing for Mega dam construction itself is repeated hallucination. This is the third public hearing which people have vehemently condemned and opposed with a demonstration of vandalisation of the JP belongings at Bodak on 17th April.
Beware of fourth, it might cost lives too. Don’t forget that there’s no such Govt land in Arunachal but big or small all belongs to people only.
The paramilitary posting at Pasighat-
The armed paramilitary is posted to fight the armless angry mob that is not fighting against the country but for a futuristic cause. It may not be easy fighting the Govt but it isn’t possible to construct dam against the will of the landowner. Rather the action is the provoking to a great extent and earning curse. The public hearing is a story of blunder and failure.
The former Chief Minister of Arunachal Late Dorjee Khandu in this daily on 13th March 2010 stated that there would be no Mega Dam project against the will of people. It is wonderful why the present Govt is reverse to the statement of the predecessor.
Whether they like it or not it is paving the way for gun culture in our land. The paramilitary presence is needed in Mer, Gadum and D. Ering Memorial Wild Life Sanctuary where the emergence of Maoist is felt. Period of this Government is one of the most reckless eras of our time. It is good for JP to shift somewhere else or return home for we didn’t invite you and we can’t compromise either. Your dream to boost bulky profit and become king maker of Arunachal has become a daydream. We also have a word for the brave protestors that we are with you and still others raising hands to pronounce prayers for mission accomplished. They have come to invade our land with hydro bomb lets save our motherland.

Govt ignited the violence

The unprecedented deployment of security personnel against the anti-
DC Upper Siang stated that the "situation was not conducive to conduct the proposed hearing", but the Govt. of Arunachal Pradesh never paid any heed to the grievances of general populace, as such the Jeying episode of popular voice was underestimated and unsuccessful show of power to suppress the sentiments of concerned public.
The stray cases of violence as reported was also due to sheer provocation of the security personnel, as they resorted to firing on 16th April, which further ignited the anguish and resentment of the protestors.
Till April 16th evening no violence or any untoward incidents were reported. The reports of stray incidents of 17th April, have happened due to provocation of the security personnel, AP Govt. officers, JAPL Officials, and some hired local persons against the popular movement for the cause of the people by the people and for the people of Greater Siang in particular and Mother Arunachal in general.
Through your esteemed daily, I take the pain to appeal the Govt. of A.P and others to learn a lesson from Jeying episode and scrap the infamous project for peaceful existence of humanity in the region.

Expressing concern over growing unemployment problem in the state Tuki said the present Govt. is planning to create employment opportunity for one lakh youths during the forthcoming 12th five year plan.“These employment avenues will be created mostly in agro and horti sectors,” Tuki said.

ITANAGAR, Apr 19: A year after the tragic chopper crash atUrgen Sangpo Heliport Changprong ,Tawang, a prayer meeting was held in memory and for the eternal peace of those who lost their lives. Four renowned monks of Jamyang Choikorling Monastery performed the prayer rituals from 7 AM which lasted till 12 noon.
The prayer was initiated by civil aviation of the Department of Tawang. Deputy commissioner Tawang,Kemo Lollen, Commander 190 Mtn Brigade Brig J S Rajpurohit and all the Head of offices of Tawang District attended the prayer. Seventeen people, including two children and three crew members, were killed when a Pawan Hans helicopter crashed at Tawang last year. The helicopter, which was on a regular flight, had taken off from Lokapriya Gopinath Bordoloi International Airport before crashing as it was descending in Tawang. Mi72 helicopter caught fire immediately after the crash, killing the 17 persons on the spot. The loss of life could have been lesser if there was fire fighting equipments. Even a year later, fire station at Tawang is still in a pathetic condition.

ITANAGAR, Apr 19: The All Arunachal Pradesh Students’ Union (AAPSU) has expressed
deep concern over the reported move of the state government to recall all the Bank

The real grassroot small time contractors who had carried out work by borrowing money at high interest rates are facing serious problem because of this ban by government,” union stated. Union will never tolerate the injustice meted to the common people of the state whether they are students whose stipends are not going to be regularly released, the government servants and small time contractors whose salaries or payments are to be impacted immensely due to such order by the state government, it said.
The concerted effort put in by the people at helm of affairs to covertly cover up their misdeeds and fiscal mismanagement at the cost of state needs to be known by the people of the state and they have every right to know what has brought the precarious financial state of affairs. The union also questioned the deplorable law and order problem in the state more particularly in the twin city of the capital.
Police has failed to solve the entire major cases related to criminal activities that shocked state in the recent days and therefore it has left a big question mark on the ability of the law enforcing agencies.
Meanwhile, while reacting to the joint declaration by the Arunachal Press Club and Arunachal Pradesh Union of Working Journalists to boycott publication of Govt and NGO related news from April 24, AAPSU said issue needs to be amicably solved by immediately apprehending the perpetrators of the shameful incident.

Further, terming the rural development as a vital sector, he stressed that various poverty alleviation schemes under DRDA like IAY, SGSY also need to be implemented with renewed zeal. On the delay in disbursement of salary of DRDA staff in few districts, he directed for timely release on availability of fund.
Summing up his observations after the daylong meeting, he said that effective implementation of NREGA is a collective responsibility and reiterated on cooperation, coordination and team spirit.
The Parliamentary Secretary (RD), Punji Mara in his address to the gathering called for creating awareness on various rural development schemes among the rural people for community development and close coordination with PRI members.
Earlier, Commissioner RD, Tape Bagra, terming MGNREGA as one of the most holistic flagship programme, also stressed on need to gear up for cent percent fund utilization and timely submission of utilization certificates for facilitating release of adequate labour budget fund from centre. In view of its importance, the PMO is keenly monitoring its implementation, he added. The GoI has approved Rs.35 crore as first installment for the state, earmarking Rs.2 lacs for each Gram sabha (anchal segment) from the current financial year, the Commissioner informed and reiterated on judicious fund utilization.
The Director RD, J.Angu, delivering a power point presentation on background and highlights of MGNREGA in AP, said that objective of the Act which guarantees 100 days employment in a year to all rural households is to provide every rural household wage employment for creating livelihood opportunities and to arrest urban migration and also to create permanent durable assets for the rural community. The Director also made his observation for issuing job cards to the beneficiaries and for regular conduct of Vigilance and Monitoring Committee Meeting, timely uploading of MIS for transparency , preparation of annual labour Budget in time, proper coordination between DRDA and Block level, need for districts to utilize 100% fund and also emphasized on visibility of assets created.
He asked the district functionaries to prepare labour budget by February to avoid delay in release of next installment. 28.81 lakh numbers of mandays have been generated, while 17,9975 job cards have been issued in the state under the scheme with 1779 Gram Panchayats and 99 Blocks/Anchal as per statistics( February 2012)

VHP demands restoration of Malini Mela infrastructure, compensation
ITANAGAR, Apr 19: Vishva Hindu Parishad (VHP), Uttar Purva Prant and VHP Arunachal Pradesh jointly demanded the Assam Govt to restore the damaged infrastructure in the Malini Mela ground and the Mandir premises immediately.
Expressing serious concern over the demolition all the structures in Malini Mela ground in the wee hours of April 5, the VHP in a memorandum to the Assam governor said that a team of Assam officials including Demaji ADC U K Boruah, SP P R Kar, DSP (P) A U Ahmad, SDO H K Pegu equipped with armed forces, an excavator and three trucks ransacked and demolished all the structure in Mela ground including one multipurpose pandal, RCC storage building, besides looting 1500 CGI sheets, 50 plastic chairs and GI pipes.
Describing the incident as unfortunate and condemnable, the memorandum said that such act of vandalism has violated the fundamental rights of the indigenous people of the region which is also detrimental to the secular fabric of the Nation.
The memorandum demanded immediate arrest and punishment to the persons involved in vandalism, adequate compensation from Assam govt for the damage caused to the Malini Mela infrastructure and other properties.
Malini Mandir and Akashi Ganga in Likabali area have been the major centres of pilgrimage since time immemorial. In fact the Arunachal Pradesh Govt and local bodies have been jointly celebrating Malini Mela since 1968 with religious fervor, the memorandum said.
