East Kameng faces acute shortage of police officers

ITANAGAR, May 1: The shortage of manpower in Seppa Police Station was evident when Loga Tallang (32), maimed by miscreants, hobbled into the police station to lodge a complaint against his assailants, only to find one constable in the reporting room.

Since the Officer In-charge has to assign an Investigating Officer (IO) for any case that comes in, Tallang and the constable had to wait for the OC to return from his field duty. The entire process of registering the case and assigning an IO took nearly an hour.

It is learnt that the whole of East Kameng district has only two Sub-Inspectors and no lady officer since last February.

On conditions of anonymity, a police source rued, "Due to shortage of manpower, we are utterly overburdened, especially in women related cases, for which we require a lady officer as well."

So far, more than 39 cases have been registered with the Seppa Police Station in 2017 alone, at the same pace with Itanagar and Naharlagun police stations.  However, due to shortage of officers, many cases are investigated at a snail's pace, resulting in unnecessary increase of case pendency.  

Sources informed The Arunachal Times that Seppa, which is a district headquarter, has only 35 police personnel, excluding the RO and RI under the Reserve Police Line, who look after security, forces' deployment and law and order, besides the administration. The RO and RI, who were posted at Seppa were reportedly transferred in March this year, but it was informed that no reliever/ replacement has arrived yet.

The Home Department in its notification had categorized the police stations into three categories: Class 1 for a district headquarters, Class-B, independent ADC headquarter where population is minimum 8000 and Class-C for circle headquarters.

According to its notification, Class1 (A) police station has to have 90 personnel, including two inspectors, four sub-inspectors and two lady sub-inspectors and a lady ASI.  Similarly, the ADC headquarter has to have at least two sub-inspectors and 50 to 60 personnel, while a circle headquarter should be manned by at least 30 personnel, including an officer.

Sources added that the crisis in manpower started in February 2017 after a few officers were transferred from the district. It is reported that many relievers who were supposed to be posted at Seppa took stay orders and cancelled their transfer orders. It is also learnt that the concerned Superintendent of Police sent several correspondents to the higher authority regarding shortage of manpower.

When contacted, AIGP Headquarter, T Ringu informed that three sub-inspectors have already been posted to Seppa and concerned SPs were directed to issue immediate release order so that officers could join their posting place at the earliest.

 

 

 

Dambuk cut off

ROING, May, 1: The Dambuk-Roing-Pasighat road is cut-off since last week. The communication to Dambuk-Bizari-Paglam has also been cut off and the log bridge between Dambuk-Bizari road was washed out by heavy flood water, according to a report received from ADC Dambuk, Atul Tayeng.

Ration stock will last for some time and since communication is not expected to be through before winter, ration sorties by helicopter has to be carried out for Dambuk and Paglam, he further informed.

The Roing DC is reported to have sent message to the authority and the situation is being monitored by the District Administration.  He also informed that rice fields have been damaged due to heavy erosion at Dambuk, Bomzir and Bizari, while the artist village of orange festival is also in danger of erosion by the flooded Dibang River. ABK referendum rally on Lower Siang

PASIGHAT, May 1:  Taking serious note of the repeated pressure on the government by various Galo-based organizations to include Nari-Koyu Assembly Constituency of East Siang district into Lower Siang district, the Adi Baane Kebang (ABK) convened a referendum rally at Korang village on April 30 to take common consensus on the issue.

After threadbare discussion over traditional boundary between Adis and Galos, and on the demand of Galo-based organizations to include Nari-Koyu AC in the proposed Lower Siang district, the ABK unanimously resolved to uphold the geo-physical boundary of the ABK, which has been already submitted to the state government recently.

The ABK also decided to uphold the recommendation of the Dharmendra Sharma led High Power Committee which was an impartial committee. While specifying on those Galos who would prefer to go to Lower Siang district, the ABK clarified that, not an inch of land will be allowed  to be taken with them, but those who want to stay under East Siang district as usual will be appreciated.   

The ABK also raised apprehension over formation of Group of Ministers headed by WRD Minister, Kamlung Mossang as Chairman, whose team is visiting the district shortly.

"As the visit will be politically driven one", the ABK maintained that they will accept only the recommendation of the Dharmendra Sharma High Power Committee, if not; the entire traditional boundary even beyond Simen River will be reclaimed by the Adis.

Talking to this reporter, ABK President, Kangir Jamoh said that, Galos should regard and respect the sentiments of the Adis. In the referendum rally, more than 1000 representatives from ABK apex, ABK District Unit, ABK block/village unit, ABK Women Wing, AdiSU, ABK Youth Wing, senior Adi members, officers/ officials, intellectuals, Gaon Burahs, PRI leaders, youths and NGOs attended.

 

 

 

PRIs and GBs oppose creation of Community Conservative Area

ITANAGAR, May 1: Several Panchayat leaders and Gaon Burahs of Morshing Village have written to the Deputy Commissioner, West Kameng on declaration of Community Conservative Area at Lhagyala  Morshing by the Tsopa Kalaktang and Mon-Lhagyala Buddhist Culture Society Kalaktang.

Panchayat leaders and Gaon Burahs said that it opposed the move by the Tsopa Kalaktang and MLBCS Kalaktang as it said that the area has been under dispute since 2016 and district administration had said that status-quo should be maintained.

Lhagyala Gompa is situated within Morshing Village and that without the knowledge or consent of the villagers, the said forest area was brought under Mon-Lhagyala Community Conservative Area, by a few persons with vested interest, which is purported to be brought under the WWF, they alleged.

"Further, it is worth mentioning here that Tsopa was constituted as a confederation of villages under Kalaktang circle to merely look after the wellbeing of the people and this has not given them any right or ownership of traditional land belonging to the villages. Under such circumstances, it appears that Tsopa has acted like the owner of the land, which actually and traditionally belongs to Morshing Village, and thus have tried to ascertain their hegemony on Morshing Village, which is very unbecoming and not in the right spirit" the letter further read.

It further said that Domkho Ri (River) has been also mentioned in the news article. It is known to everybody under Kalaktang circle that, neither Domkho Ri (River) nor Domkho Village shares any land or river with Lhagyala, it added.

Further, a responsible officer like the Divisional Forest Officer Shergaon, should have at least enquired and consulted with the Morshing Village before initiating such a step, which also involves representatives of the WWF, they added.

 

 

 

 

Indian army bridges Yargyap Chu in Mechuka Valley

MECHUKA, May 1: The Mechuka Military Garrison of the Spearhead Division of the Indian Army has constructed a Foot Suspension Bridge (FSB) over Yargyap Chu in Mechuka Valley and provided connectivity to the local populace of Lhalung, Tongkorla, Chang-karla and Yorlung villages of West Siang district.

The bridge was inaugurated by Mechuka Circle Officer, R K Sona, who expressed his gratitude on behalf of the villagers and praised the efforts of the Indian Army. He stressed upon the importance of the bridge that has helped in providing access to remote villages of the area with Mechuka town.

In another project, the Siyom Brigade has constructed two staging huts in remote Dapang under Manigong Circle of West Siang. The local populace accompanied by women and children often go out for hunting and herb collection through an inhospitable thickly-forested and mountainous terrain. The huts will provide shelter to them during their protracted stay in the jungle when they face the vagaries of nature and wildlife.

 

 

 

Cold storage at Niglok failed to serve desired purpose: Pinch

ITANAGAR, May 1: Arunachal Pradesh Agriculture Marketing Board (APAMB) Chairman, Ngurang Pinch on Saturday inspected the Cold Storage at Niglok, Pasighat and found it lying in a dilapidated condition.

Expressing dismay over the present condition of the 1000 MT Cold Storage, which was constructed at a cost of Rs 463.10 lakh, Pinch in his letter to the Chief Minister stated that such huge amount invested by the government for development of market infrastructure and development for people has yielded zero benefits, which is a great loss for the state.

"The targeted beneficiaries were ultimately deprived from complete benefit and the only entities benefited from this project are the contractor and the concerned project executing agency," the APAMB Chairman said.

"The cold storage is in need of a major renovation to make it functional, he said,

adding that Rs 1.5 crore will be required urgently for the purpose.

Pinch also visited the land earmarked for the APMC, where more than 100 hectares of community land is for common utility.

He instructed the accompanying DDA cum Member Secretary, APMC Pasighat to acquire the land for proper official allotment through the Deputy Commissioner for approval of the state government.

Later, Pinch visited the Agriculture Marketing Godown (warehouse), where the Sabji Mandi was constructed, and found it lying defunct in all respect. However, Pinch said that the vermicomposting organic fertilizer unit was functioning well.

The APAMB Chairman also visited the APMC check gate of Pasighat, office of the DDA, Pasighat and interacted with all the officials.

The office building of the DDA, Pasighat was in a very bad shape which needs immediate renovation, for which, Pinch sought around Rs 20 lakh for its repair.

 

 

 

CM review progress of NHPC projects

ITANAGAR, May 1: Arunachal Pradesh Chief Minister Pema Khandu met Joint Secretary (Hydro), Ministry of Power Archana Agrawal and CMD, NHPC K M Singh on Saturday to review the pace and progress of NHPC's ongoing projects in the state.

While the NGT case of Subansiri Lower Project was the prime issue of discussion, issues related to Compensatory Afforestation of Dibang Multipurpose Project (2880 MW) and FRA compliance of Tawang-II HEP (800 MW) were also discussed at length.

Agrawal solicited support of the state government for expediting progress of the eight "Doable Projects" (by IPPS & PSUs) in the state and apprised the Chief Minister of the ground already covered for getting the statutory clearances for these projects.

 

 

 

Tawang to organise memorial service for May 2 shooting victims

ITANAGAR, May 1: Three organisations will come together to organise a memorial service for Tsering Tempa and Nyima Wangdi, who were killed in a police firing on May 2 in Tawang last year. The police had opened indiscriminate firing as hundreds of people protested against the arrest of Lama Lobsang Gyatso, spearheading the protest against big power projects in Tawang district.

Members of the SMRF, 302 Action Committee will gather at Chhamleng Ground, Tawang in a prayer meeting to remember the dead and the injured.

Meanwhile, the organisations have called for CBI inquiry under the supervision of the Supreme Court on May 2 shooting. The other demands include disclosure of one-man inquiry report, termination of SP, DC and DSP, besides charge sheet against May 2 culprits.

On May 2 last year, 21-year-old Nyima Wangdi, a monk from the Tawang Monastery was shot twice, while 31 years old Tsering Tempa from Jangda village was shot point blank on the head, and both died on the spot.

During that time, the DGP In-charge had said that the police resorted to firing after they were attacked by the protesters, numbering around 1500,

 many of them Lamas and Anis as they seized the police station to secure the release of Lama Lobsang. He also said that tear gas was lobbed at the protestors to warn them not to enter the Police station.

However, eye witnesses had said that the police opened indiscriminate firing, just after it lathi charged as some of the protestors had entered the police station to take the detained Lama out.

Before that, on April 26, lama Gyatso was first arrested for leading a group of people from Gongkhar village where the 6 MW Mukto Shakangchu project is coming up. The villagers had opposed the reconstruction of spillway of the small project as they say that work quality has been compromised. He was arrested based on FIR filed by the Personal Security Officer of local MLA Pema Khandu for disruption of peace. He was later let out on bail.

However, on April 28, Lama Gyatso was rearrested for his comments against Guru Rinpoche, the Abbot of Tawang Monastery for hurting the sentiments of the people and defaming the Abbot following an FIR filed by ZPM Lobsang Youten.

 

 

 

ABK defends IAS officer, questions labour dept

ITANAGAR, May 1: The Adi Baane Kebang (ABK) has come out in support of Secretary Education Bidol Tayeng, whose house was raided recently for allegedly keeping minors as household help.

It accused the Labour Department of partiality. "If the action against our senior officer is justified, the Labour Department should immediately conduct such searches or raids in every second house in the State Capital, where thousands of child labours are working", the ABK said.

"The search did not find any child labour working in the house. Therefore, we request the government to immediately withdraw the bias proceeding against Bidol Tayeng. If the action is justified, more such raids and searches should be carried out by the Department of Labour in the Capital Complex and other parts of the state to recover thousand such child labours being engaged", said the ABK in its statement.

"At this stage, the ABK is very concerned about the career, dignity and status of one of our senior Adi officers, Bidol Tayeng, Secretary Education. He has been a firm administrator and has served in different capacities- Deputy Commissioner in East Kameng, Papum Pare and Kurung Kumey and as Director of Panchayati Raj".

The search team reportedly reached the house of the officer without any order from the District Magistrate and even without supervisory Executive Magistrate, the ABK alleged.

"The search order was reportedly issued later by the District Magistrate only at the request of Bidol Tayeng", the ABK further claimed.

The ABK also said that "It is a known fact that every second household in the State Capital keeps children from neighboring state of Assam. They are kept in the house with full consent of their parents. They are provided with proper food, clothes, place for living in the house, and even provided education facilities as well. The tribal people of Arunachal Pradesh are straight thinking people and do not believe in concept of bonded labours or slavery or their exploitation", it added.

 

 

 

APYC seeks suspension against DSP on alleged misuse of power

ITANAGAR, May 1:   Alleging that the Deputy SP of Bomdila, Gotombu Dajangju had abused his official position by leading a group of assailants to attack Kalley Rijiju, General Secretary of Arunachal Pradesh Youth Congress (APYC) on 14th September, 2016 at Tippi under Bhalukpong Police Station, the APYC sought stern action against the Deputy SP for misusing his official position to influence the investigating officer in Bhalukpong PS case no.18/16 u/s-337/506 IPC.

In a representation to the Director General of Police, the APYC claimed that the Deputy SP has misused his official powers and led the group to assault Rijiju over a road traffic accident case of Bolero Pick Up, owned by his sister Reshma Dajangju at Tippi.

The APYC said that on 13th September, 2016 around 11 PM at Tippi, Kalley Rijiju had met with an accident involving Reshma Dajangju's Bolero Pick Up. After the accident,

the Bolero Pick Up owner Reshma Dajangju assaulted and abused Rijiju and threatened him of dire consequences. She called her brother, Deputy SP Gotombu Dajangju over the telephone, following which, the Deputy SP allegedly called the OC Bhalukpong to register a false case against Rijiju. The Bhalukpong Police Station had registered a case against Rijiju allegedly under pressure, the APYC added.

The Congress frontal wing further claimed that on the morning of 14th September, 2016 Golow Dajangju and Lokman Sekong, ASM of Tippi came to Rijiju's place to settle the accident case locally. In the meantime, the Deputy SP arrived in civilian clothes and started assaulting him in front of the OC Bhalukpong.  However, no case had been registered against the Deputy SP by the Bhalukpong OC despite an FIR lodged against him by Rijiju.  

"After rigorous pressure from SP Bomdila, the case was later registered u/s 337/506 IPC, but surprisingly it did not mention the assault with lethal weapon in the section", the APYC claimed.

The APYC demanded immediate suspension of Deputy SP Gotombu Dajangju for free and free investigation and withdrawal of the alleged false case registered against Kalley Rijiju and his wife Devi Badak Rijiju under section 354 IPC. It also demanded that the case be registered again against the Deputy SP under section of group assault, using lethal weapon.

 

 

 

Manhole at Barapani causing several accidents

NAHARLAGUN, May 1: A manhole on NH-415 near the upcoming Mini Secretariat at Barapani, Naharlagun is causing innumerable accidents.

The monsoon fury has further worsened the situation as the downpour of rain makes it difficult for drivers to get a clear view of the manhole.

"Almost on a daily basis, one or two vehicles get stuck in the manhole.  Looks like everyone, including the IMC, Capital Administration and PWD have closed their eyes. The Administration should at least put up a signage to warn the motorists before any major accident takes place," said a local resident.

 

 

 

Jazz by the pool: An evening to celebrate International Jazz Day

ITANAGAR, May 1: When I was invited for the International Jazz Day event on Sunday, I pictured it the way the movies and other sources had always led me to think of a jazz scene - someone tooting on a saxophone, maybe a pianist in a corner, and a bit of the blues in the vocalist's voice.

As someone who has little knowledge of this genre of music, it was an experience that changed my perception of jazz by the end of the night.

We arrived at the Waii International Hotel late in the evening, where the 11th edition of the International Jazz Day, and its second edition in Itanagar, was being held. Organised by the Tourism Department and coordinated by Getem Apang, the open-air stage was set close by the tempting swimming pool of the hotel.  

At the backdrop of the gypsy-styled stage, was the glittering view of the city. Night had settled in, and the breeze blended well with the atmosphere. The crowd was loitering around the area - several jazz enthusiasts, and some novices like me, looking for a night out with wine and music.

When violinist Pill Jamja, backed by a band, took the stage, the crowd gathered close to the stage and marveled at his skills with the stringed instrument. He ended with an outstanding solo of Sia's 'Cheap Thrills', which I'm sure many of us could relate to.  

This marked the beginning of a stream of acts which had the crowd grooving to their musical performances throughout the night. Every act was unique in its own way. The Ita Bossa Collective, a collaborative band brought together by Getem for the festival, caught the attention of many because, apart from having a female vocalist, it also had a female bass guitarist, Minam Tekseng of the Vinyl Records.

The Omak Komut Collective, a name well known in the music circuit, was an entertaining act to watch, with Omak Komut bringing out the traditional flavour in modern-day jazz. The Terrace Project, a blues rock band, also added to the night's performance.

Everyone caught my eye, and their music was phenomenal, even though, before this night I had not heard a single song they were playing. However, there was one song that caught my ears while we were taking in the view from the balcony of the hotel, and I stopped whatever I was doing.

It was Boby Techi singing 'The end of the world' by Skeeter Davis. Boby is the vocalist for Toko Teji's band, The Advent Quintet Setlist. As someone who is always drawn more towards the lyrics of a song, I personally felt that it was one of the best performances of the night.

As the night went on, the final grand act came on stage, and it was all I envisaged a jazz band to be - a powerful vocalist, someone on the saxophone and trumpet, and a classy pianist. The band also had a lively drummer who gave an exhilarating solo, and a bassist who was on the guitar.

It was the Hua Hin Jazz Quintet, featuring the electrifying vocalist, Ople Chanaka. An international band from Thailand, it bedazzled the crowd with its power-packed performance. As soon as Ople let her voice out through the microphone, everyone was in shock and awe. Her powerful voice and energy, coupled with the band's equally marvelous display of skills, had the crowd swinging and swaying and wanting more, till the curtains came down.    

The International Jazz Day event not only ended on a positive note, with beautiful music and amazing friends to enjoy it with, but it also created a new-found love for jazz in this soul - and hopefully in many others as well.

My first date with jazz was beautiful, and I cannot help but wait for the second outing, next year.     

 

 

 

International Labour Day

ITANAGAR, May 1: International Labour Day or May Day was celebrated in the state by various labour associations and trade unions on Monday; paying tribute to the workers in recognition of their contribution in nation building.

At Itanagar, the All Arunachal Pradesh Workers' Union (AAPWU) celebrated International Labour Day at Siddhartha Hall, Itanagar under the banner of Bhartiya Mazdoor Sangh (BMS).

"Workers are my family and I will always fight for their rights till my last breath," said AAPWU President Jalley Sonam, while addressing the mammoth gathering of workers from various places of the state.

Sonam said that the BMS has its reach at the international level, and if any worker is in any trouble, the Sangh would extend necessary help. Without taking any names, Sonam further said that unlike some organizations, the AAPWU does not believe in conducting agitations and strikes, but is always ready to resolve issues through mutual negotiations.

Sonam also stressed on establishing a cooperative society for the workers, and spoke about enhancement of workers' wage every year, under the category of Area-III, besides  awarding housing benefits to workers instead of housing loans. Several office bearers also spoke on the occasion on uplifting and developing the conditions of workers in the state.

Further, Tadung Yangfo imparted awareness to the workers on how to avail the government benefits under the banner of BMS.

Later, the members resolved to submit a 20-point memorandum to the Chief Minister for the welfare of the workers' community of the state.   

At Aalo, the Joint Working Committee of Arunachal Pradesh Trade Union celebrated the day at Gumin Kiin amidst fanfare, where former MLA Gadam Ete, DIPRO Gijum Tali and Divisional Accountant (RWD) Jhummi Kamum attended the celebration and exhorted the labour force to discharge their duties efficiently.

JWCAPTU President Rinto Ete, Vice President Kirmin Doji and Working Secretary Kirde Geyi highlighted the objectives behind celebrating the day across the world and sought cooperation of all members to claim their rights and duties before the government.

The Department of Legal Meteorology also put up a workshop to throw light on consumers' rights and duties through demonstrations by SFS College students on adulteration, dos and don'ts, packaged items etc. The meeting also observed one minute silence as a mark of respect to late Henjum Lollen.

At Daporijo, thousands of labourers from government departments and private sectors of Upper Subansiri district gathered at Singhik Hall to celebrate the day, where Advocate Puto Bui and Zilla Parishad Member, Segi Gusar enlightened the labourers about various schemes implemented by the government for the welfare of workers. He also informed them about the Labour Act and various provisions under the Act.

Stating that the government has recently enhanced the wage of the workers, he urged them to perform their duty with sincerity.

The JWCAPTU, Upper Subansiri unit also appealed for allotment of land in the town for its office.

At Pasighat, the day was celebrated at GTC guest house by the AAPLU, with the participation of around 500 workers from all government departments, companies and firms.

East Siang unit AAPLU President, Maksup Yomso hoisted the May Day flag. The celebration mainly focused on problems that are frequently faced by the workers, and discussed measures to safeguard the interest of the working community.

At Nirjuli, the ILD celebration was organized by the AAPLU at Nikum Niya Hall, where Minister for Home, RWD cum Chairman of Arunachal Pradesh Building & Other Construction Workers' Welfare Board, Kumar Waii encouraged the workers to continue with their hard labour and never lose spirit as nation builders. He also assured to look into their grievances and increase their wages in the days to come.

Later, AAPLU President Dana Tadu submitted an eight-point memorandum to both Waii and former MLA Kipa Babu.

At Yingkiong, District Labour and Employment Officer, Tore Ete highlighted various provisions of labour laws and the benefits available for various categories of labourers as enshrined in the Act.

Organized by the district unit of All Arunachal Pradesh Worker's Union, the celebration of ILD was attended by good number of labourers from various government departments as well as private labourers.

Members of all Arunachal Pradesh Anganwadi Workers and Helpers Union also participated in it.

Similar programmes were also organized at Geku and Mariyang Circle.

At Roing, MLA Mutchu Mithi and EE PWD Dabe Perme attended the celebration of workers at the AAPWU office premises.

Mutchu urged them to uphold the dignity of labour and stressed on safety and welfare measures of working communities. "In the event of any causality to worker, compensation should be provided to rightful nominees" he said, adding that "There should not be any compromise on appointment of post on compassionate ground."

He also assured to fund for Aganwadi office at Lower Dibang Valley district for the AAPAW&HU and donated Rs 1 lakh to the workers' relief fund and Rs 50,000 for other purposes of workers union.

A seven-point memorandum was also submitted by AAPWU's Roing unit President Ita Mimi.

At Tezu, ILD celebration was organized by Lohit unit of AAPWU affiliated to BMS at Amik Ringiya Hall. BJP Tezu unit AGS Prabin Tayang spoke on the rights of workers.

AAPWU Lohit President S Khrotong also spoke on the importance of the day.

Mosquito nets, gum boots and helmets etc were distributed to around 200 workers on the occasion.

At Ziro, Labour Day was celebrated in a befitting manner in Abotani Hall, Hapoli.

Addressing the gathering, BJP Mandal President Tadu Lalyang informed that MLA Tage Taki will immediately facilitate the construction of Labour Office and labour stand at Ziro and Hapoli.

DLEO Nyilang Pugang suggested compulsory registration of workers with the Labour Office to avail various benefits announced by the government for registered workers.

RO Punyo Tana, President of AAPLU, Lower Subansiri district unit Bini Raj, Secretary Rubu Taka and around 700 workers attended the programme.

At Namsai, a rally was organized by AAPWU's Namsai unit to mark International Labour Day celebration. Adresssing the gathering, AAPWU's Namsai unit President, Chow Pasina Mantaw highlighted the significance and importance of observing May Day. General Secretary Chow Sunanda Enling also spoke.

At Sagalee, former Chief Minister Nabam Tuki said that we all are workers in our different fields. "God has blessed human beings to work round the clock to achieve our goals. Every work has its dignity which begins from the working community to the highest echelon of the society. We must maintain our time and energy to work for our nation as our country's progress depends on the hands of the workers," Tuki said.

Earlier, Tuki unfurled the flag of the labour union in presence of various government officials, PR leaders, gaon burahs and workers from various departments.

Kaani: A film on opium released

ITANAGAR, May 1: "Kaani: A film on opium", a documentary based on opium was released on Monday by Arunachal Pradesh Chief Minister Pema Khandu.

The documentary, an initiative of the District Administration, Longding as part of the drug awareness campaign in the district captures the effects of opium on the Wancho society.

Longding district is struggling to deal with opium addiction problems and the documentary is an attempt to create mass awareness about drugs and their destructive effects.

Khandu congratulated the District Administration, Longding for its efforts and hoped that this documentary would bring about some positive changes in the outlook of the people of Longding. He also appealed to the people of Longding to stop growing and using opium.

"Our government is very focused on development of the state in all aspects. Problems like opium addiction targets the human resources which is the key to all development processes. It is the responsibility of every educated person to create awareness about social problems so that our state could continue to function progressively", he said.

A special screening of the documentary film was also held at the Chief Secretary's conference hall. The screening was attended by all heads of departments of the Government of Arunachal Pradesh.

 

 

 

95 houses destroyed in recent thunderstorm in Papum Pare

ITANAGAR, May 1: Approximately 95 houses were damaged in a recent thunderstorm with Block 8 of Chessa-1 being the worst affected.

As per the assessment carried out by the Capital Complex Administration, 43 houses were completely destroyed by the thunderstorm in Block 8 of Chessa-1 village alone.

Other affected areas and houses damaged in those areas, including Anganwadi center, PHC, Residential school etc, were Chessa 1 (25), Chessa- 2 (9), Panjuli (4), Block 9 (14).

The damage assessment was conducted in Chessa village 1 and 2 by the Banderdewa Circle Officer, along with the Board members and DDMO, FODM, ICC.

Many coconut trees, banana and rubber plantations and beetle nut trees were also badly affected by the thunderstorm.  

Necessary government procedures will be followed after submission of the detailed loss assessment report by the Circle Level Relief Committee. (DIPRO)

 

 

 

CAPF U-19 Football Talent Hunt Tournament kicks off

Govt to sponsor selected players’ training: CM

NAHARLAGUN, May 1: Chief Minister Pema Khandu on Monday announced that the state government will bear all expenses of sportspersons from the state, whoever will be selected for national level training in any field of sports.

"There is no dearth of sports talents in the state, but the only hurdle in the growth of sportspersons from the state is lack of basic facilities and training scope," said Pema, who kicked off the Oorja Central Armed Police Forces (CAPF) U-19 Football Talent Hunt Tournament at Rajiv Gandhi Stadium here on Monday.

"Union Sports Minister Vijay Goel has assured all out support to the state government and accordingly, our Sports Department is under process of identifying places to establish quality stadiums across the state," the Chief Minister informed.

The CAPF U-19 Football Tournament in the state is being organized by the ITBP with logistic support from the state Department of Sports and Youth Affairs.

He thanked Prime Minister Narendra Modi for initiating the concept as a run-up to the FIFA Under-19 World Cup to be hosted by India in October this year.

Pema further informed that the Prime Minister has a vision to initiate similar steps for all other games and sports in the near future so that India can compete and compete well in the Tokyo Olympics 2020.

Meanwhile, ITBP IG Manoj Singh Rawat informed that eight teams, each of boys and girls will be competing in the tournament from May 1 to 10 in round-robin league.

The best player to be selected from both categories will receive a cash award of Rs 4000 each.

Selectors will look out for talented players in both groups and finally choose a team each of boys and girls, which will be competing in the zonal level to be played at Shillong.

In the zonal level, the Arunachal boys’ and girls’ teams will be competing with teams from Meghalaya, Manipur, Mizoram, Tripura and Nagaland.

The winners will then participate in the Prime Minister's Cup to be held at New Delhi on July 25 next.

In a novel turn, the Central Armed Police Forces (CAPFs) has been tasked to conduct 'Oorja', - CAPFs Under-19 Football Talent Hunt Tournament - 2017. The CAPFs will be jointly organizing the tournament under the aegis of All India Police Sports Control Board throughout the country.

The opening ceremony was also attended by Sports & Youth Affairs Parliamentary Secretary Nyamar Karbak, RWD Parliamentary Secretary Jambey Tashi, State Sports Authority Chairman Bamang Tago, renowned footballer Gumpe Rime, state DGP, all ranks of ITBP, and state government officials.

The opening match of the tournament was played between the girl teams of Kendriya Vidyalaya No 2 and ITBP Public School Aalo.

 

 

 

Upper Subansiri lifts 5th Subroto Mukherjee Football Trophy

ZIRO, May 1: The Upper Subansiri team lifted the 5th State Level Subroto Mukherjee Football Trophy, defeating West Siang by 3-1 in the final match played at the ground of Government Higher Secondary School, Ziro, on Monday.

Tamin Sikom of Upper Subansiri scored two goals for his team, while Tania Nibe added another goal to the scoreboard. Beken Riram of West Siang retaliated with solitary goal, but the team failed to score any more goals beyond that.

Later, Tania Nibe of Upper Subansiri was awarded the best player award, while the best goal keeper award went to Imar Bam of West Siang. The highest goal scorers of the tournament were also awarded, which included Reken Riram of West Siang, Tajing Siram of East Siang and Rajesh Mara of Upper Subansiri. The prizes were awarded by ADC Nending Chatung and other dignitaries.

Earlier, three prominent former players of the district - John Tadu Lailyang, Dani Byai and Radhe Koyang were felicitated on the occasion.

 

 

 

 

Top Nagaland forest officials on study tour to state

ITANAGAR, May 1: Principal Secretary Environment & Forest and Climate Change, Government of Nagaland, L Kire is currently on a two-day study tour to Arunachal.

He visited Indira Gandhi Park, Biological Park and few other areas in the capital, before making visits to the bamboo plantation in Ziro and Ranga Nadi Hydel Electric project at Yazali.

The Principal Secretary stated that the people of Arunachal and Nagaland share many similarities, and stated that there should not be any reason of conflict between the people of Tirap, Changlang, Longding of Arunachal Pradesh with Mon district in Nagaland. He is also expected to visit the wild life park in Seijosa and Bhalukpong soon.

 

 

 

AAPSU rally against govt  

ITANAGAR, MAY 1: The All Arunachal Pradesh Students' Union (AAPSU) has decided to organize a mass protest rally on May 5 from Akashdeep to Raj Bhawan against the state and central governments' lackadaisical attitude pertaining to issues prevailing in Rajiv Gandhi University, NERIST, NIT and other educational institutions of the state.

The AAPSU's demands include immediate appointment of regular Directors at NERIST and NIT, beautification and advanced infrastructural development in Rajiv Gandhi University, Doimukh, renovation of road from Bage Tinali to RGU, and streamlining affiliated colleges of Rajiv Gandhi University.

The other demands of the Union include appointment of regular Governor and Status Quo of Engineering wings of Education, Tourism and Sports & Youth Affairs departments, besides creation of Engineering Wing for Directorate of Medical Education, and fulfillment of the 18-point charter of demands submitted by the AAPSU earlier.

 

 

 

GSU meets minister on Lower Siang

ITANAGAR, May 1: The Galo Students' Union (GSU) has said that public hearing and visits by the Group of Ministers (GOM) on Lower Siang should be conducted in Koyu and Kora circles within stipulated time and without any further time extension.

It said that non-domicile of these two circles should not be allowed to participate in any of the hearings/ meetings to be conducted by the GOM as and when the GOM decides to conduct it, while adding that no part or area from the 28th Likabali and 36th Nari-Koyu assembly constituencies should be excluded from Lower Siang district under any circumstances.

It further called for deployment of Central Reserve Police Forces by the state government for smooth conduct of the public hearings and meetings. The GSU, led by its President Binya Ronya said this after meeting Minister, WRD Kamlung Mossang who heads the GOM.

Meanwhile, the Ramle Banggo Student's Union opposed the declaration of the first phase 12 hours bandh called by the Adi Students' Union in the jurisdiction of 36th Nari-Koyu AC, adding that it would not observe the said bandh.

 

 

 

 

NGO conducts know your ward prog

ITANAGAR, MAY 1: Joy 7 Foundation, an NGO based in Itanagar conducted a consultative programme -Know your Ward, to encourage and invite opinions on development process and prevailing issues of the inhabitants of Municipal Ward No. 8.

The main objective of the consultative progra-mme was to initiate dialogue between people of different sectors and to provide broad general information on best practices of governance.

Executive Director of Joy7 Foundation, Mina Toko said that in equation to the growth of population and trade development, the people of the ward have very less access to public utilities, such as street lights, sign board for blind road curves, proper drainage system, cable connection for telephone and internet.

The lack of facilities, Mina opined, increased the occurrence of different types of crimes, especially at night hours, as reported by some participants.

Mina called for the community and citizens to update the municipality about the aspirations, potentials and problems of the people and vice versa, and form a bridge by facilitating proper communication between the  council and citizens they represent.

 

 

 

DA meet on Aadhar enrolment

ITANAGAR, May 1: During a coordination meeting with all administrative officers-cum-enrolment agencies of Siang district, convened by DC Rahul Singh on Monday to get detailed firsthand information on the status of ongoing Aadhar/ Biometric Enrolment coverage as part of the state wide Enrolment Programme, the DC-cum-Registrar emphasized on the inclusion of child enrolment of the age group 0-5 years and old age groups for achieving the target of cent percent coverage.

He directed all enrolment agencies to sensitize and encourage the general public to come forth, as possessing an Aadhar card enables easy access for availing various child-related government benefits, such as immunization, other children health benefit schemes, school admissions and scholarships, old-age pension, apart from availing various government welfare schemes.

He also instructed to collaborate on related activities under one umbrella, like linking Aadhar numbers to bank accounts, awareness on generation of e-Aadhar, opening of new bank accounts, etc in these camps.

Apart from distribution of publicity materials and banners to all circles, CO in-charge District Statistics Officer, Dr Rani Mibang gave a detailed presentation on the status of the ongoing enrolment exercise in the district, which has been initiated since February last in all the nine administrative circles.

Despite major hurdles, like inaccessible roads, connectivity issues, existence of a good number of non-electrified villages in the new district, manpower crunch posing challenges in smooth enrolment,  efforts are underway to sensitize and achieve cent percent coverage in a time bound manner.  

Administrative officers Boleng ADC Taro Mize, Kaying EAC Gyabo Pertin, Riga EAC Tagam Mibang and Jomlo CO Mobuk Binti Mibang also presented their action plans and status of ongoing enrolment in their respective circles.

 

 

 

AAPWU submits memo to CM

ITANAGAR, May 1: The All Arunachal Pradesh Workers' Union (AAPWU) has in a 20-point memorandum addressed to the Chief Minister on Monday, appealed to him to address genuine issues of the state's workers, like enhancement of minimum wages according to the national floor level with state share and revision of wages according to seniority/qualification basis, among other issues.

Other demands of the AAPWU included enhancement of grade pay of ITI Diploma holder meter reader; implementation/formation of labour co-operative federation in the state; abolition of muster role system from various departments; permission for head counting  of contingency and casual workers under various departments through AAPWU; regularization of ALCs/providing of voluntary retirement  scheme to the ALCs; preparation of recruitment rules/regularization of APB&OCWWB employees; enhancement of salary for the APB&OCWWB employees; increasing of welfare benefits to workers from the APB&OCWWB; issuing of official order for granting of maternity leave for women workers to healthy workers child; preparation of fresh recruitment rules and withdrawal of present  regulatory scheme implemented under the Power Department, etc.

 

 

 

Rotary Club organizes free health camp in Namsai

NAMSAI, May 1: A Multi-Specialty Health Camp was conducted by the Rotary Club of Duliajan, Assam in collaboration with the District Health Society, Namsai on April 30 in Namsai.

Over 300 patients suffering from various ailments were examined and treated free of cost by a team of doctors and para-medical staff, comprising of paediatrician, medicine, ENT, dental and eye specialists.

The camp was inaugurated by MLA Chow Tewa Mein, in presence of DMO Dr Nani Rika, officers and officials of CHC Chowkham. The MLA requested the Rotary Club to organize similar health camps in other places in Namsai for the benefit of poor and needy patients.

 

 

 

Hangpan Dada Memorial Trophy

DOIMUKH, May 1: The constituency level Hangpan Dada Memorial Football and Volleyball Trophy (Men & Women) for Doimukh Constituency was held at PHEP, NEEPCO Sports Ground, Doimukh.

Attending the opening ceremony, NEEPCO HR Manager, R T Tara asked the players to maintain sportsmanship spirit, while adding that the tournament has provided them a platform to showcase their sports talent. Doimukh won the inaugural football match by 2-0 goal against Sangdupota.

In women's volleyball, Kimin defeated Tarasso, while Tarasso and Balijan won their respective matches against Doimukh and Gumto in men's volleyball.

 

 

 

Maa Tujhe Salaam Yatra

ITANAGAR, May 1: Arunachal Pradesh Congress Committee (APCC) President Takam Sanjoy on Monday flagged off the "Maa Tujhe Salaam Yatra" at Rajiv Gandhi Bhawan here, commemorating the birth centenary of former Prime Minister Indira Gandhi.

The seven days Yatra will begin on May 2 from Itanagar and will cover Papum Pare, Lower Subansiri, Upper Subansiri, West Siang, Siang, and Upper Siang districts before culmination at Pasighat, East Siang on May 7. Flagging off the Yatra, the APCC President advised the youth team to carry forward the programmes and policies of the Congress party to the grass root level and also to educate people about "the 'evil designs' of the BJP which is going to destabilize the secular character of the country."

Indian Youth Congress General Secretary and in-charge for APYC Indrani Mishra, APCC General Secretary and APYC in-charge Rajen Nani, ranks and files of APCC, APYC, NSUI and office bearers were present during the flag-off ceremony.

The Yatra is being organized by the Arunachal Pradesh Youth Congress, led by its President Jikke Tako.

 

 

 

Former GPM Chairperson no more

ITANAGAR, May 1: Tayang Tajik (Yangbui), former Gram Panchayat Member Chairperson passed away on April 30 last, at the International Apollo Hospital, Guwahati.

A resident of Sekey Colony, Itanagar, Tajik was the former Gram Panchayat Member Chairperson at Leel (I) under Sangram circle, Kurung Kumey from 2003 to 2007. He was also one of the founding members of the Tayang Welfare Society.

He is survived by his wife and five children.

Meanwhile, in a condolence message on Monday, the Tayang Welfare Society termed Tajik's demise as a great loss to the society and further prayed to the Almighty for the eternal peace of the departed soul.

 

 

 

SJE&TA, WCD bid farewell to Taw Tebin

ITANAGAR, May 1: The Department of Social Justice and Empowerment, and Tribal Affairs (SJE&TA) organized a function to bid farewell to its Director Taw Tebin on his retirement on superannuation on April 30.  

The function, held at the SPRPD Hall was also joined by the Women & Child Development (WCD) Department.

Taw Tebin entered in the government services in 1979 as a Junior Teacher under the Education Department. He had joined in the Department of Social Welfare in 1992 as a Research Officer on deputation and was promoted as Deputy Director, Social Welfare in 1994 in the same department.

On bifurcation of the Social Justice & Empowerment and Tribal Affairs Department from the then Social Welfare, Women & Child Development, he was made the Director of the newly created department in June, 2012.

While bidding farewell to the outgoing Director, Yumlam Kaha, Deputy Director of the department highlighted the various achievements made by Tebin during his service career.

Tebin in his speech exhorted the officials of the department to give priority to deliver best services for the interest of public welfare, and advised officials to maintain proper coordination and cooperation for effective and timely delivery of services.

The officials of both SJE&TA and WCD Department have wished him a very healthy and happy life after retirement.

LOC continues to remain tensed

The Pakistani army has once again outraged the whole nation by killing and mutilating two Indian soldiers in Kashmir. The soldiers who were killed -an army jawan and a constable of the Border Security Force or BSF - were part of a team on patrol between two forward posts in the Krishna Ghati sector along the Line of Control when Pakistan fired rockets and mortar bombs. Immediately both union government and army vowed revenge. Opposition parties have also univocally called for strong action against Pakistan.

This killing comes just a week after three soldiers including a captain were killed after Pakistani terrorists attacked an army camp in Kupwara. The situation along LOC is only getting worse with each passing year. After Uri attack, India carried out surgical strikes in September which was meant to intimidate Pakistan and send out a strong message. However strategy has not worked out and Pakistan continues to indulge in all kinds of anti-India activities. The troubled state of Kashmir remains on edge. Regular clashes break out between protestors and stone pelters in various parts of state.  Situation is very precarious. Before upping ante against Pakistan, India will have to first bring situation under control in Kashmir valley. Military as well as political solution will have to be explored further. Too much of militarization can backfire. Therefore government will have to tread carefully. As per as taking revenge is concern, Indian army is capable enough and whole nation trust them. Politicians should let them do their job without making too much noise.

Gadgets, education and children

Dear Editor,

We spent most our time in our childhood by playing various games but studied only one or two hours at night under the light of kerosene lamp. Our parents never considered us like child soon we became ten to twelve years of age. We have been exposed to many things right from sowing to harvesting in the paddy field. Instead of restricting they gave us the optimum freedom to do anything and everything as per our capacity.  Parents accompanied us to the community prayer hall and other social get together to give us an idea of our very own traditions. We learned about economical use of our parents’ hard earned money. We could coordinate with every aspect of social as well as traditional obligations along with our day to day study. That is what we were much more upfront than today’s modern gadget user students.

Those days are long gone. The method of child’s education today has changed a lot.  It’s amazing when I see a two year old toddler knows how to use a smartphone or tablet instead of playing with puzzles and blocks at that very moment. Those educational toys are no longer the standard playful substances among today’s children. Touch screens have taken over all other forms of pleasure for kids. The intensity of the use of gadgets go higher and higher as the children grow up. It is observed that, most of the kids under the age of twelve have their own device.  They keep themselves busy with the modern gadgets spending their precious time hours after hour, which might have restricted them from playing traditional games as we played once. Now a days, they hardly go to the playground for outdoor games and even show their reluctance to visit neighbour’s house for any function. One can’t deny the advantage of traditional play which makes kids healthier not only physically but also mentally and emotionally. Now the physical exercise is limited to only finger exercise on the screen. These modern gadgets are lessening the very cordial one to one interactions with their parents.  Excessive use of it may result to attention deficit and delays language skill as well as learning abilities of the kids.

Parents today are succumbing to their children's demand or even bullied for gifts like video games or latest gadgets as per craves of the children. Some parents even think that the modern gadgets are required for all-round development of their kids without knowing the age slabs. As a result, most of the children become addicted to dangerous digital dependency.

No doubt that the technology has been a major platform for upbringing our kids but it should not ruin the very essence of their childhood. However, Tablets or Smartphones play a vital role to allow children to access a wide range of educational apps and services in the appealing form of a game through which they can boost their logical skill. There are readily available readymade audio visual lessons for every class in YouTube today. Internet has been a boon for the children who are sincere.

It would be wise to mention here that, China has topped the list of internet addicted youths in the world and has been recognized officially as a clinical condition. Hundreds of special rehab camps have been opened across the country, to help young people overcome their web dependence. More and more teenagers are being forced in to ‘military-style’ detox camps to divert their attention what has been named a ‘dangerous digital dependence’. So, gadgets are to be used as a learning platform by the children under the supervision of their parents for a broader prospect to have better control of the world around them.

Teachers’ recruitment and RGU exam dates

Dear Editor,

Through your esteem daily we the Student-Teacher trainees undergoing B.Ed course in different affiliated colleges of Rajiv Gandhi University, Doimukh take this utmost privilege to draw the kind attention of all concern authorities that an interview for 18 Junior teachers against three newly up-graded schools  in the districts is slated to be held on 7th May 2017, vide the notification No. EDN/LDG/RMSA-01/ESTD /2017-18, dated the 17th April’ 2017.

This is a most welcome step and must be appreciated by one and all as the entire district is reeling under severe shortages of teachers because of which almost all the schools in the district are suffering worst. The appointment of these teachers in the district will certainly fill-up the gaps and meet up to certain extend the acute shortages of teachers and help to raise the quality of education.

But it is very pertinent to note that the date of interview for the said posts is slated to be held on 7th May’2017; which is over-lapping with that of the university examinations of RGU, Doimukh, commencing from 8th May’2017. Under the circumstances, the final semester students like us, pursuing B.Ed course in different colleges both in and outside the state may not be able to appear in the interview. In such a situation, many desirable, needy and aspirant candidates like us will be deprived of the opportunity to get selected and serve their own community, which may cause irreparable damage to their morale. There are about  six student-teachers from the district pursuing B.Ed at Denning College For Teacher’s Education, Tezu itself having requisite qualification and  APTET qualified. They along with many such academically qualified candidates deserve a chance to appear in the interview.

All concerns are herby fervently requested to look into the matter and reconsider for postponing of the scheduled interview date of 7th May’2017 to some other date, possibly in the first week of June 2017.
